1. Laws on Importing Wine

To start the procedure for importing wine, businesses need to pay attention to the following legal documents:

+ Enterprises need to prepare full legal documents according to Decree 94/2012/ND-CP on research and production and trading of alcohol.

+ Contents of Decree No. 38/2012/ND-CP detailing the implementation of a number of articles of the Law on Food Safety. Before putting imported wine on the market, businesses need to self-declare and apply for a license to distribute alcohol according to current regulations.

 

2. Procedures for Importing Wine

According to current regulations, wine is not on the list of goods banned from export or import, so your business can carry out procedures for importing wine according to regulations.

Wines on the list of imported products subject to inspection for quality assurance, technical processes and food safety before customs clearance are under the management responsibility of the Ministry of Industry and Trade issued under Decision 3648/QD - The report dated September 8, 2016 of the Ministry of Industry and Trade should carry out specialized inspection according to current regulations.

The procedure for importing wine is as follows:

a) Import profile:
* Food safety registration documents:

- Test registration certificate
- Import declaration
- Invoice & Packing List
- Bill of lading
- Self-announcing each product (with test card)

* Dossier for customs clearance:

- Import declaration
- Invoice & Packing list
- Bill Of Lading
- Liquor import license
- Certificate of Food Safety
- Stamp application
- CO (if any)

b) Imported alcohol must be stamped and labeled according to regulations.

c) Alcohol can only be imported through international border gates.

d) When examining the dossier, the customs officer must check and compare information on: the name of the wine, the name of the foreign supplier on the customs declaration, commercial invoice, and food safety certification document with Liquor distribution license issued by the Ministry of Industry and Trade.
